The Dreadnought has the option of utilizing Saucer Separation from the Galaxy retrofit, but the saucer lacks the firepower of the two other Prometheus sections. Prometheus is a modest sized ship that can turn into three even smaller ships. Unless all that cool stuff is a force multiplier that makes Prometheus at least two or three times more capable for her size than the Sovereign, she's probably just a snack for Scimitar.
STO's rankings are arbitrary game mechanics and all three modules of the Prometheus are barely a drop in the bucket in relative size to a Sovereign.
